EC Eligibility & MOP

“Does the new 10-year MOP rule apply here?”: no, and here’s why that matters

On 8 May 2026, new cooling measures took effect for Executive Condominiums: any EC site tendered from that date onward carries a 10-year Minimum Occupation Period instead of 5 year, a 15-year wait to full privatisation instead of 10 years, and the Deferred Payment Scheme was removed entirely. None of this applies to Coastal Cabana. Its land parcel (the Jalan Loyang Besar GLS site) was tendered and awarded in August 2024 (nearly two years before the rule change) so the project is regulated under the older framework for its entire sales period.

What the 5-year MOP actually restricts

For the first 5 years after TOP, owners must physically occupy the unit and cannot rent it out, sell it on the open market, or invest in any other private residential property. Once the 5 years are up, owners can sell to Singapore Citizens or Permanent Residents and can rent out the whole unit. After 10 years from TOP, the EC privatises fully, at that point it functions like any other private condominium and can be sold to foreign buyers with no further restrictions.

Who can buy from the developer, and the income ceiling

To buy an EC unit from the developer, the household income ceiling is $16,000 per month (not affected by new EC income ceiling announed in National Day Rally 2026, as Costal Cabana land sale tender is before 24 August 2026). Applicants must form a family nucleus, with at least one Singapore Citizen among the core applicants; all applicants must be at least 21 years old (35 for the Joint Singles Scheme). No applicant can own or have disposed of private property within 30 days before applying or before taking possession of the EC. First-time buyers may qualify for a CPF Housing Grant of up to $30,000, depending on household income.

Buying an EC from a developer does not attract Additional Buyer’s Stamp Duty for HDB upgraders, even if you still own your existing flat, but that existing flat must be sold within 6 months of taking possession of the EC.

The resale levy: who pays it, and how much

If you’ve previously bought a subsidised HDB flat, a DBSS flat, or an EC from a developer (or received a CPF Housing Grant) you’ll need to pay a resale levy when buying Coastal Cabana from the developer. The amount is fixed and based on the flat type you’re selling (your first subsidised flat), not the EC you’re buying, provided that first flat was sold on or after 3 March 2006:

The levy can be paid from your CPF Ordinary Account, with any shortfall settled in cash; it cannot be financed through a housing loan. If you sell your existing flat after collecting the keys to Coastal Cabana, the levy is deducted directly from the sale proceeds; if you choose to defer payment until a later subsidised purchase, it accrues interest at 5% per annum in the meantime.

Normal Payment Scheme vs. Deferred Payment Scheme

Coastal Cabana offers both payment schemes, since it pre-dates the May 2026 removal of DPS. Under the Normal Payment Scheme (NPS), buyers pay 25% within the first 9 weeks (including the booking fee and foundation stage), then progressive payments tied to construction milestones through to TOP, this is roughly 3% cheaper overall than DPS. Under the Deferred Payment Scheme (DPS), buyers pay 20% within the first 9 weeks and then defer the remaining balance until TOP, with no further payments due in the interim; this carries a premium of roughly 3% over NPS, and a Deferred Bridging Loan can be used to bridge the loan-to-value ratio up to 90% in the meantime. DPS is the scheme that won’t be available on any EC site tendered after 8 May 2026, so this is one of the more meaningful structural differences between buying here and buying into a newer EC launch.

A seafront EC, 12 minutes’ walk from the MRT: what’s actually around it?

Coastal Cabana sits on Jalan Loyang Besar in Pasir Ris, between Pasir Ris Park and the coastline, with Downtown East and Wild Wild Wet directly across the road. It’s the first new EC launch in Pasir Ris in over a decade, and one of very few ECs anywhere with a genuine seafront address. Pasir Ris MRT and Bus Interchange are a 12-minute walk away on the East-West Line, which will gain a second line (the Cross Island Line) once Phase 1 construction completes.

Within a kilometre: Hai Sing Catholic Secondary (2 min walk), Casuarina Primary (6 min walk), Pasir Ris Crest Secondary (9 min walk), and Pasir Ris Primary (3 min drive). A little further out, Elias Park Primary and Overseas Family School Singapore (4 min drive), and White Sands Primary, Park View Primary, and Tampines North Primary (5 to 8 min drive). The area also sits within reach of SUTD and SIT for tertiary education, both a few MRT stations away.

The Cross Island Line and what it changes

Phase 1 of the Cross Island Line (CRL) comprises 12 stations running 29 kilometres from Aviation Park to Bright Hill, spanning the island toward the Jurong Lake District. Construction targeted for completion in 2030, with Phase 2 targeted for 2032. Once operational, Pasir Ris becomes an interchange station between the East-West Line and the CRL, and Changi Airport’s new Terminal 5 (a 140-million-passenger-capacity mega-terminal with over 200 city connections worldwide) becomes reachable in four Cross Island Line stations from Pasir Ris.

The wider Pasir Ris area is also slated for new homes near the MRT station, alongside a new community club at the town centre, as part of ongoing growth plans for the precinct.

The broader Changi growth corridor

Beyond the immediate neighbourhood, Coastal Cabana sits within reach of several large-scale growth zones on Singapore’s east side. Tampines Regional Centre hosts international offices including IBM and Standard Chartered across three shopping malls and a mix of residential, commercial, and transport developments. Changi City (comprising the Changi East Urban District and Changi Business Park) is planned to bring offices, smart work centres, flexible conference spaces, hotels, and serviced apartments amid landscaped public space, with new “fly-ferry” connections from the new Terminal 5. Changi Aviation Park is positioned as a smart air cargo hub that, together with the remodelled Changi Airfreight Centre, will lift Changi’s air cargo handling capacity to 5.4 million tonnes per year. Punggol Digital District is targeting 28,000 jobs while nurturing 12,000 students at the Singapore Institute of Technology. And further out, the future redevelopment of Paya Lebar Air Base (at 800 hectares, about five times the size of Toa Payoh) is planned to eventually deliver 150,000 homes and a new job node.

Views & Orientations

Every block faces north-south, but which stacks actually see the sea?

Coastal Cabana’s 16 blocks are laid out so that every unit faces either north or south, with no unit subject to direct west sun, a deliberate massing choice given Singapore’s afternoon heat. Within that, four broad view categories are marketed across the development: Seaview, Pool View, Greenery View, and a smaller Facilities View group overlooking the clubhouse zone.

The two stacks that don’t reach the ground floor

Stacks 5 and 6, both in Block 4, are the only two stacks in the entire development that don’t run their block’s full height. Both start at floor 3 and run up to the roof; there is no #01 or #02 unit in either stack. In stack 5, floors 3 to 5 are Type D4 (4 Bedroom Premium + Study) and floors 6 to 11 step up to Type D4-B, the variant with a second balcony off the master bedroom. Stack 6 is Type C2 (3 Bedroom Premium) for its full run of floors 3 to 11. If you’re cross-referencing a distribution chart and wondering why those two columns look shorter than their neighbours, this is why; it isn’t a misprint.

Why D4/D4-B and E1/E2 share stack numbers

Four unit types at Coastal Cabana don’t map to their own dedicated stacks; instead, they split a stack vertically with a related type. Stacks 5 and 9 run as Type D4 on their lower floors and step up to D4-B (which adds a second master-bedroom balcony) from floor 6 upward. Stacks 10 and 13 follow the same pattern for the 5-Bedroom types: E1 on the lower floors, E2 from floor 6 upward. The only irregularity is stack 5, which (as covered above) starts at floor 3 rather than floor 1, so its D4 portion is three floors instead of stack 9’s five.

Coastal Cabana offers nine bedroom configurations across twelve distinct unit types (counting the (p) ground-floor PES variants and the D4/D4-B, E1/E2 splits separately), ranging from a 872 sqft 3 Bedroom Deluxe to a 1,421 sqft 5 Bedroom Premium.

The smallest type at Coastal Cabana, and what it leaves out

C1a and C1b are the development’s entry point, both 872 sqft, both with exactly a Master Bath and a Bath 2, and neither with a WC or any kind of study space. The kitchen is a single standalone room rather than a wet/dry split. If a WC for guests or a flexible study nook matters to you, that’s where C2 and C3 (at a near-identical 915 sqft) start to diverge.

Both C2 and C3 are both 915 sqft on an identical footprint, but they are not the same plan with a door added. C2 has a Master Bath, Bath 2 and a WC. C2’s study space is labelled a “Study Alcove,” an open nook off the dining/kitchen area rather than a separate room with its own door. C3, the development’s most numerous unit type at 165 units, gets a proper enclosed Study room instead, useful if you actually need a door to close during a work call. Architect-briefing materials for this project occasionally label C3 as “3 Bedroom Premium + Flexi” rather than “+ Study,” but the official unit type name and floor plan both confirm it as 3 Bedroom Premium + Study.

E1 and E2 are the largest and rarest unit types in the development, 10 and 12 units respectively. Despite the “5 Bedroom” label, the bathroom count is Master Bath + Bath 2 + Bath 3 + a separate WC: Bedrooms 2, 3, and 4 share Bath 2 and Bath 3 between them, while Bedroom 5 sits near the master suite rather than getting its own en-suite. Both types add a Walk-In Wardrobe at the master, a Utility room, and a Wet + Dry Kitchen split, but if you were picturing five en-suite bedrooms, the actual layout is more modest than that on the bathroom front.

Unlike developments that step up kitchen appliance brands for larger unit types, Coastal Cabana runs a single, uniform fittings package across all nine unit types. Kitchen appliances are Bosch throughout; bathroom sanitary ware is Roca, with Hansgrohe taps and mixers.

The developer-provided appliance package stops at the hob, hood, and oven. A refrigerator, washing machine, and dryer are explicitly not included in any unit type, labelled “F” (Fridge) and “W” (Washer) on the floor plans with a footnote confirming they’re not provided. This is worth budgeting for separately if you’re comparing total move-in cost against developments that bundle a white-goods package.

A built-in wardrobe with sliding doors is provided “for selected unit types” rather than across the board. They are arranged across six named zones (Grand Boulevard, Lush Oasis, Azure Bay, Wellness Sanctuary, Family Cove, and Fitness Grove) plus an Upper Deck rooftop zone and a basement level, anchored by a two-storey clubhouse called The Coastal Club.

Coastal Cabana runs four distinct pools: a 50m Grand Pool and a separate 50m Lifestyle Pool, plus a Splash Pool and Family Pool aimed at younger residents in the Family Cove zone. The Coastal Club: what’s actually inside the clubhouse

Investment Context

$557 million for the land, and an exit that opens in two stages

The land under Coastal Cabana was bought at public tender, and the whole record is public. That makes it one of the few inputs into a new launch’s pricing that a buyer can check independently rather than take on trust. What follows is the land cost, the competing bids, and the two dates on which an owner’s options actually change.

What the land cost, and how the bidding went

The Housing and Development Board launched the Jalan Loyang Besar parcel for tender on 16 May 2024. The tender closed on 1 August 2024 with four bids, and the site was awarded on 16 August 2024 to the Qingjian-led consortium at $557,000,000. Against a maximum gross floor area of 71,014 sqm, that works out at $729 per square foot per plot ratio.

It was not a walkover. The runner-up, a joint venture of CSC Land Group and Allgreen Properties, bid $538,890,000, or $705 psf ppr, about 3% behind. The lowest of the four bids came in at $435,700,000. At the time of the tender, $729 psf ppr sat above the previous highest rate paid for any Executive Condominium site in Singapore, which was $721 psf ppr for a parcel on Tampines Street 62.

The practical point is that the land cost is underneath the pricing rather than layered on top of it. Four parties competed for a seafront Executive Condominium site in a mature town that had not seen an EC launch in over a decade, and the winning bid is the number the developer has to build against. Units were released from $1,639 psf at launch in January 2026.

The exit opens in two stages, and both dates are already fixed

An Executive Condominium is not a single asset for its whole life. It converts, and the conversion dates are set by the Temporary Occupation Permit rather than by the market. Coastal Cabana’s expected TOP is 31 March 2029.

Five years after TOP, in 2029 plus five, the Minimum Occupation Period ends. From that point a unit can be sold on the open market to Singapore Citizens and Permanent Residents, and can be rented out in full. Ten years after TOP the development privatises completely, and can then be sold to any buyer, including foreigners, with no further restriction. That second date is when the buyer pool stops being restricted at all.

This project keeps that earlier timeline because its tender closed on 1 August 2024, before the changes of 8 May 2026. Executive Condominium sites whose tender closed on or after that date carry a 10-year Minimum Occupation Period and a 15-year wait to privatisation, and have lost the Deferred Payment Scheme. For an owner here, the shorter timeline is the difference between two fixed dates and two later ones.

What is being built around it between now and then

The Cross Island Line is the nearest change with a date attached. Phase 1 runs 12 stations and 29 kilometres from Aviation Park to Bright Hill, targeted for 2030, with Phase 2 targeted for 2032. Pasir Ris becomes a two-line interchange at that point, roughly a year after this development’s expected TOP.

Further out sit the employment nodes: Changi Airport Terminal 5, designed for 140 million passengers a year and over 200 city connections; Changi Aviation Park and the remodelled Changi Airfreight Centre, planned to lift air cargo capacity to 5.4 million tonnes a year; and Punggol Digital District, targeting 28,000 jobs alongside 12,000 Singapore Institute of Technology students on campus.

Paya Lebar Air Base belongs in a different category. At 800 hectares, roughly five times the size of Toa Payoh, its redevelopment is planned to deliver 150,000 homes and a new employment node, but it appears in national planning with no construction start date attached. That is a materially different order of certainty from a line already under construction, and it is worth holding the two apart rather than adding them together.

Coastal Cabana’s land tender closed on 1 August 2024, so it keeps the older 5-year MOP, 10-year privatisation timeline, and continued availability of DPS for the entire duration of its sales period.
