What the Resale Levy Is, and Who Pays It at Coastal Cabana
The resale levy is a fixed sum payable by a household that has already received a housing subsidy from the state and is buying a second subsidised home. Buying Coastal Cabana directly from the developer counts as buying a second subsidised home, because HDB treats Executive Condominium units sold by developers as subsidised housing: their prices sit below comparable private residential property of similar attributes.
That means the levy applies to second-timers, meaning a household in which either applicant has previously bought a subsidised flat from HDB or received a CPF Housing Grant. First-timer households pay no levy and may instead qualify for a CPF Housing Grant of up to $30,000, as set out on our eligibility page.
The amount is set by the flat previously sold, not by the unit being bought. A 5-room seller pays the 5-room rate whether they go on to buy the smallest 3 Bedroom Deluxe or the largest 5 Bedroom Premium at Coastal Cabana. Nothing about the size, stack or price of the new unit changes it.
Resale Levy Rates
For a first subsidised flat sold on or after 3 March 2006, the levy is a fixed amount:

The single rate is exactly half the family rate in every case, and applies where the purchase is made under a scheme for single applicants. The 3Gen flat has no single rate, since that flat type requires a multi-generation household.
A different basis applies to a first subsidised flat sold before 3 March 2006. Those cases are calculated as a percentage of the resale price rather than as a fixed sum, and are not covered by the table above. Check the position directly with HDB.
